Just my guess...

It will be some 'Federal Law Enforcement Team' brought into your area temporarily to enforce compliance.

They will arrive in your area, be given a 'list' and then execute their directives.

They will not know you, nor your community. You will never know their identities or where they originated from.

They will operate like a machine and eliminate threats immediately as they are identified. They will believe they have complete authority to do so.

They will leave the area as quickly as they arrived, only to return again when a new list is ready.
