For a network of people who want to communicate if the
internet goes down, the best way to get started is to
establish a symbol that can be recognized 'on foot' so
to speak, whether it's on a hat, or T-shirt or is on
a ring, or painted on a mailbox or affixed to a house.

There needs to be an understanding also, about whether
or not there are objectives other than moral support.

There should be a distress symbol also, even if it's
masking tape on a window.

Development of a calling tree can be very effective
to rally aid/assistance. It's being used in Alaska
by a group protecting each other from abuse by law
enforcement.

The idea is, that if one person gets snared, he or she
can make one call, and within 15 minutes, 300 people
are appearing at the scene, to witness what is taking
place.

Intervention is a second step for extreme circumstances.
