I don't see anything wrong here- he's not living off the state and he's getting his income by getting change from idiots who give it away.

I visit Chicago fairly regularly, I won't lie-we don't have visible homeless folk and it always pulls at my heart. I'm not dumb tho-instead of giving away money, I pack a few baggies filled with granola bars, candy bars, nuts, couple tea bags, etc-it's not great, but if someone was truly hungry, it would definitely satisfy the belly for a bit. I've had refusals of them too...but hey, if you can stand on a corner with a cup and people will come up and give away their money when you jiggle it, or give you a bit more if you rolled in the dirt beforehand- smart guys. Stays off government radar, still can live decently (or like this guy, $100,000/yr), not bad.

I believe that there are homeless folk out there who are legitimately hungry and are not drug seekers and/or alcoholics and that their baby really does need formula, but I'd wager that the majority of them are scam artists.
