Who can do so varies from jurisdiction to jurisdiction. And you think they'll declare 20 schoolkids dead without being damn sure? Someone with that kind of faulty judgment would not be put in such a responsible position. Sandy Hook CT is not a place devoid of competent experienced people.  The kids (and the adults) were declared DOA by first responders. No CPR would be done in the Sandy Hook shooting situation and no EMS would be needed (or desired) at scene while the investigation is ongoing. PERIOD.The claims that this is not the case and that EMS should be running all around the scene are false.
