My point of view comes from a liberty oriented one. What if the purpose of taking these gang bangers in is from a stance of straightening out their lives from an ideal of being worthless in the eyes of society to becoming purposeful in a society where they protect private property; a militia in a sense.

Everyone has a right to live in a society that they deem appropriate. That is part of the reason the federal government has outlawed certain drug use, and is, also, part of the reason local governments, such as the one Louis Farrakhan is proposing, makes sense.

We need to either get on board with respecting people's rights, or not. As long as they aren't bothering us, why should we give two shits?
