The quickest way to disable the net is to shut down some of the DNS servers. If you know the IP address of a site, you can navigate to the location by IP address without certain DNS servers being operational.
Back in the day when the Internet was in its infancy, that is how we would connect to various locations.
As an example the IP address for GLP is: [

Try pasting it in a new window on your browser.
If the DNS server at your local ISP is still functioning meaning that your computer has an IP address which is usually assigned by DHCP, then you can still navigate.
Also, if a site you visit frequently has an SSL server get that IP address as well. There could possibly be an attempt to shut down the general web but leave the secure servers operating so as to have a minimal impact on financial transactions.
Remember that everything is a business model so the powers whoever they are might leave the financial side operating and opt to shut down the unsecured system where people congregate.
Start storing those IP addresses as soon as possible; you never know when they will come in handy.
