Curiously enough, I've only found one definition that explicitly mentions government cuts.

Everything else stipulates legal possession of property and to isolate or set apart.

They are giving a clue in plain sight.

Only in America has this word been inflated as the new buzz word.

Not hearing it in England, Spain or even Greece.

They've finally admitted it for those with eyes to see and brains to think - the remaining assets (which are much less than our liabilities) are being sequestered by a trustee to be distributed to our creditors in bankruptcy proceedings - this is also why Detroit pulled its own plug today - the gig is up - expect many more municipalities (and then states) to follow suit as the sequestration works its way down the transfer payment daisy chain route...
