Sounds like you're in a tough place. But you did a job without a contract or money up front, and when you do that, anything can happen.
Honestly, I'd eat this one, suck it up, pay him $50 and move on. If this is a small town and he has pull he might make your life miserable.
Move on. Probably won't happen ever again.
