France did not declare war on the US either, we evaded due to the presence of Nazi's.

Italy joined Germany as an Allie to fight in unison all who opposed the Third Reich. There was no declaration of war by Italy or against Italy. She became part of the Axis when Italian troops of North Africa attacked British troops. As an Allie of Britain the USA would attack anyone who attacked her so a defacto state of war existed between the USA and Italy because of her actions in North Africa.

Formal declarations of war are few and far between.

Wars are usually declared by committing an act of war.
