I don't get this "Horse meat scandal"

Meat is meat right? Whether Cattle or Horse...

Or am I missing something...

People seem to forget this drought thing that happened last year that resulted in tons of farmers having to slaughter the cattle for the meat because they couldn't afford to feed them (cause all their crops withered away)

And now this year we're seeing a mini ice age (snow in arizona/texas).

And people are confused as to why we are searching for alternative meat products...
