Not sure what your issue is then if the same trouble comes on IE/Firefox/Chrome or Opera. Could be affected by virus/malware etc. I would wipe the windows out and use a proper Linux? mac operating system (yes you can also install Mac OS on PC).

If your clock or calendar aren't accurate, some sites will not load.

There is a little watch battery on every pc motherboard that keeps that current when pc powered off. When that battery dies, propper date and time may need to be set every time you power on. (unless you set them to sync automatically online)

Anyway, could be as simple as that. Easy to check and fix.

Try resetting your browser.
Go to Tools, Internet options, Advanced, then click on Reset.Then close your browser and restart it.

If you do not see the Tools tab at the top of your browser, move your curser to the very top of your browser, right click your mouse and then select menu.
I am not a computer wizard but this has worked for me to solve problems like yours.
