Presumably it would be for accommodating people in the US who are displaced by disasters, but some of the wording about that is a bit ambiguous. There is a page marked "this page intentionally left blank" which could eventually spell out exactly what this is for, but who knows? But yes, it is serious and it is all creepy when you consider the possibilities. Perhaps some military people here will comment.
