Fair point... "only" meant that their technology had limited reach, not that potential targets in those states are in any way less important.

So.....NK couldn't strike SK ships with their surface vessels in 1999, or torpedo one of SK's destroyers in 2010, or open fire on SK's island with artillery & kill all those people like they did...?
