I guarantee with the amout of trailers & campers FEMA already has, they can put together a camp to house thousands comfortably within a day or two. Look at storm response companies, they can throw up camps to feed, sleep and bath for a couple thousand people overnight. Once you get em in, you don't have to let them out. You don't even need to tell them the capacity. just tell them food, water and shelter and they won't just be waiting in line to get in, they'll be forcing themselves in.
