OP, you are right!! Hand drills should be banne, immediately for all people trying to carry them into or use them in any school, public building, hospital, or public gathering place (stores /malls /bars-restaurants etc.)!!

Somebody may feel threatened ... so they need to be banned IMMEDIATELY!!

Mandatory licensing should also be required for those where the use drills is indispensable, for jobs like aircraft manufacturing or rocket ship construction. For low level jobs such as home building /building repairs or car building /car repairs, manual tools should be sufficient to carry out those tasks so NO EXCEPTIONS should be allowed for drills used in those tasks.
