They cannot be decoded as they are not code. They might as well just say, "execute instruction 5" as these messages reference pre-written instructions. Unless you've got their book of instructions, they could mean anything.

I would be worried if they also begin transmitting authentication as a footer to the msg. Yep. The spoken EAM's are encrypted keys. Still strange why they voice transmit them versus using digital means. Must be for some security reason. Could be for reliability and interchangeability.. the spoken word can be decoded by any human with the red book and authentication tables.. the packet modes would require some other complex gear (much like a pactor)that would add to the complexity of the system and also packet modes are not as fool proof as phonetics sent in the blind and picked up by the Mark-I human ear. Yep. Data packets can also be subverted and replaced....much more difficult to spoof spoken voice codes.
