Petrus didn't mean the name Peter but "rock" or "stone". Peter took the name because the church was to be built on a rock. Roman at the time meant the whole region.

Saint Francis is the namesake. His first name alone was chosen.
As the pope did not select two names, he is only Francis.

Also, Assisi is not Rome.
