He constructed it to hit earth (and got close, but no cigar when taking into account things like relativity and the gravity of the planets) which is why he simplified things by setting inclination to an arbitrary and low value (0.005000 - yeah right .005000 exactly) and the longitude of ascending node to 0 exactly. It was a way of simplifying so all he'd have to worry about was a 2 dimensional situation. A real orbit determination would have some sort of real value there for the LAN, even if inclination were small (and the odds of inclination being that nice round number?). The second set given are even more ridiculous, an epoch of what exactly? It's so screwed up that it looks like it's saying January 1st 2000, in which case the epoch is hell and gone from the supposed impact date.
