North Dakota! We rock, our education system is very good, crime rates are low, we produce things like food, energy, manufacturing, and we are a red state. Look at the population base and what percentage of people are involved in ag. Yes farm payments are high, but so is the percentage of population. Look at where the lmoney for the farm program actually goes. WIC, welfare, school lunch programs, ect less than 20% of the farm program moneys end up going to the actual producers of farm goods. There are several farm products where ND is the largest producer. Canola, sugar, confection sunflowers, top 4th or 5th honey, whea, duram wheat used for pasta, barley, potato's used for chips. Coal powered electric, gas and oil. Plus within 40 minuts of where I live there are 6 4-year colleges, a law school, medical, most likely if you have flown in a comercial flight, someone in the cockpit had their training in Grand Forks, ND t3 of the colleges have master programs and phd programs. MN may be a blue state, but you take the Twin citys out of the picture, you have a red state with very little crime.

Actually most States have balanced budget requirements of some sort and with varying effect. My State is constitutionally required to never spend a penny it doesn't have. Ever.

I'll give you a few guesses as to the States that don't ever balance their budgets or even come within a few billion.
