The natural sea barrier at Fuku was excavated to allow easy unloading of materials from cargo ships..
and to provide bulk material for fill to build the plant.

The artificial seawall that was installed was too low to protect the plant from the tsunami.

Backup generators and power distribution stations were installed below sea level...
at a plant built beside the ocean..
in a country with a history of earthquakes and tsunamis.
