What's wrong with rewarding people who work hard to keep themselves healthy, and punishing those who are lazy and are part of the reason why health insurance is so expensive?

Doctors that have people waiting in waiting rooms for 4 hrs to write a re occuring prescription so they can bilk medicare for 4 hours of treatment and similar activities . As well as lack of tort reform for operations that go south . And the ban on interstate healthcare purchase And no obamacare mandate which no longer gives any healthcare provider any incentive to keep rates competitively priced All this crap is why healthcare is so expensive.
