After watching the video he is just saying to stop being wasteful and try to save the country some money. OP i think your over thinking this a little.
Our military is full of wasteful spending. I have a buddy who is a mechanic in the marines and he was telling me a head gasket was blown on a MRAP and instead of spending $30 on a gasket and changing it they where told to pulled the engine out and put a new $150,000 in it. Its time for the military to stop being a bunch of wasteful pigs.

The Sequester is even only a cut in GROWTH, not in actual budget, but you knew that. Many dont.
