Not sure about the three foot high part... but the other two three match other encounters... and standard protocol by police and military.

There is another story out there about three UFOs appearing in the sky above a military base. One lands, two hover... Three entities exit the saucer, two remain behind, near the saucer and one comes forward to communicate with an Air Force Officer.
