To create certain tech you have to have a need. That need has been mil tech for a long time. You need a system that generates money to finance the tech. We were in a depression until WW2 came about,and we somehow got the wealth to kick the axis powers,build gazillions of ships planes and rifles,and become the economic leader of the post ww2 world.Then funded the cold war and the space race. What is interesting is how the advent of nano tech,3d printing,and other non centralized breakthru technology will affect this paradigm,and reduce the need for massive centralized capital.
