Sounds to me like someone who has a lot of bark and no bite. Someone who has intent on harming does not loudly reveal their plans and tactics. N. Korea gains nothing from going to war with anyone. On the one hand to be so loud and cause so much focus on one subject like he is doing and with the other hand silently and stealthy be doing something else, like hacking attacks on S.
