If you really want a scenario to stir the pot:

Consider drones with the capability of 36 hours of loiter time - that's more than enough time to make the flight, flying below radar, loaded with any peculiarity of weaponry, that would never rise an eyebrow of those currently watching for the launch of ICBM.

An additional factor in this purely hypothetical scenario is the shutting down the Southern Defense on the 15th of this month.
