Alert state descriptions:




FPCON NORMAL: Applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all military installations and facilities.

FPCON ALPHA: Applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable. The increased measures during FPCON Alpha must be capable of being maintained indefinitely.

FPCON BRAVO: Applies when an increased or more predictable threat of terrorist activity exists. Sustaining FPCON Bravo measures for a prolonged period may affect operational capability and military-civil relationships with local authorities.

FPCON CHARLIE: Applies when an incident occurs or intelligence is received indicating that some form of terrorist action or targeting against personnel or facilities is likely. Prolonged implementation of FPCON Charlie measures may create hardship and affect the activities of the unit and its personnel.

FPCON DELTA: Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent. FPCON Delta is usually declared as a localized condition and is not intended to be sustained for an extended duration.

At the moment all the bases are at Plus Charlie state, which means they are undergoing restrictions of behaviour on the bases, and are ready for a possible attack.....which would of course tally with what we have been reading in the news.

The highest, or most dangerous force threat level on that chart is Delta.
So if the chart shows that state, then things are probably getting a bit hairy.

Same as the DEFCON thing, IIRC the Korean forces are usually at 3, compared to CONUS being at 4 (I think the last time that was 3 was 9/11). There have been (obviously unconfirmable) reports of USFK being at DEFCON 2 once or twice.

THREATCON CHARLIE applies when an incident occurs or intelligence is received indicating some form of terrorist action against personnel and facilities is imminent. Implementation of measures in this THREATCON for more than a short period probably will create hardship and affect the peacetime activities of the unit and its personnel.

(1) Measure 30. Continue, or introduce, all measures listed in THREATCON BRAVO.

(2) Measure 31. Keep all personnel responsible for implementing antiterrorist plans at their places of duty.

(3) Measure 32. Limit access points to the absolute minimum.

(4) Measure 33. Strictly enforce control of entry. Randomly search vehicles.

(5) Measure 34. Enforce centralized parking of vehicles away from sensitive buildings.

(6) Measure 35. Issue weapons to guards. Local orders should include specific orders on issue of ammunition.

(7) Measure 36. Increase patrolling of the installation.

(8) Measure 37. Protect all designated vulnerable points. Give special attention to vulnerable points outside the military establishment.

(9) Measure 38. Erect barriers and obstacles to control traffic flow.

(10) Measure 39. Consult local authorities about closing public (and military) roads and facilities that might make sites more vulnerable to attacks.

I think the North Koreans now are working themselves up into such a lather, they won't be able to wind themselves back down so easily from that contentious heightened mental state.
