If the North has already concluded nuclear war is inevitable (in the minds of their generals), that means the North must start it first according to the nuclear war logic. It is dangerous logic. South plays with fire because it will be hurt even if the North loses the war with USA. I can't say for China at this point, but seems to me the North got too fast those missiles and nukes.
