This is a great idea.
Eventually they will be able to have the brain mapped out so well that at birth, it'll be known what sort of citizen you will be, and important "decisions" can be made much earlier on in an individual's life.
And criminals can be stopped before they commit crimes.
Once the research is complete, a new Agency of Government will be formed.
