There will be a massive amount of labor work dismantling the strip malls and gas stations in the no civilian allowed areas, that will create lots of jobs. Everyone will be working.
The leaders will own everything so the money they pay out to the workers comes right back into their pockets one way or another.
After all the cleanup work is done, then they can reduce the population again.
