I don't know if Wolfe himself was consulted, but I doubt anyone really knows much that goes on in DHS, anyway. on a few levels...

If not Wolfe himself, other former Stasi members were certainly consulted. That's how the "intelligence" community works. Lots of consults with people whose reputations are so tarnished by their past misdeeds, they get put on the "consultants" payroll.

The FBI used to be involved in this type of thing, called COINTELPRO, but it was usually limited to "fringe" groups and/or anti-govscum types. Now, it's anyone who says something they don't like. The American people OVERWHELMINGLY do not support DHS. I think it should be abolished immediately and most of the top personnel thrown in jails - preferably in Gitmo. However, this police state has been building since the end of WW2 (if not before) and it's going to take take to dismantle it and hunt down the fascists.
