Because you need some sort of central "pole" around which to fix currencies and their changes. If the Mexican Peso changes 0.1% value against the JP Yen then every single cross calculation needs to be adjusted between every single currency. Now all currencies are moving at the same time = logistical disaster. What's needed is a "Basket Of Currencies" Dollar, instead of using the US $.
