Those educated in Russia are mostly all dead now. That was a long time ago. North Korea went through a lot since then. Including mass starvation.
Studying abroad rarely changes people that much. Look at Kim he was educated in Switzerland for awhile. Didn't seem to make him change his core belief system.
After an assassination attempt on him in 2012 Kim did a thorough clean up and got rid of everyone he couldn't trust. Not many old generals around him now that aren't 100% in line with his beliefs and loyal to the core.

Thing is that the missiles are fueled, they claim that they would test, but have not filed the official paper work claiming a test, so that air traffic can be out of the way.

Them backing down seems to be the only possibility of this not occurring. Test or otherwise.
