OP, (I don't know why I didn't think of this before), buy a IP wireless camera. I bought one last fall and it's been running perfectly every since. I have it outside and it's pointed at my car in case someone decides to mess with it. Mine is model: F18905 "Foscam". I got it from here:

You don't need light with it because the built-in IR LEDs will light up the night - The IR's glows bright orange so people can see that they are being watched unless they are dumber than wood. Once you have the Perv. on video, you can call the cops and have him arrested and prosecuted. No deadly force needed and you won't be in the system for killing an unharmed Perv.

$100 and well worth it!
