On 5 April, the UN and partners worldwide will observe the 1,000-day mark to the 2015 target date for the Millennium Development Goals (MDGs). The MDGs are the most successful global anti-poverty push in history. Governments, international organizations and civil society groups around the world have helped to cut in half the world’s extreme poverty rate. More girls are in school. Fewer children are dying. The world continues to fight killer diseases, such as malaria, tuberculosis and AIDS. There are 1,000 days to accelerate action on issues such as hunger, access to education, improved sanitation, maternal health and gender equality.

Agenda 21 is a non-binding, voluntarily implemented action plan of the United Nations with regard to sustainable development.[1] It is a product of the UN Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992. It is an action agenda for the UN, other multilateral organizations, and individual governments around the world that can be executed at local, national, and global levels. The "21" in Agenda 21 refers to the 21st century. It has been affirmed and modified at subsequent UN conferences.

Agenda 21 in the United StatesThe United States is a signatory country to Agenda 21, but because Agenda 21 is not a treaty, the Senate was unable to hold a formal debate or vote on it, nor was it ratified by the Executive branch of the United States.[citation needed] Several congressmen and senators, however, have spoken in Congress in support of Agenda 21;[citation needed] these include Representative Nancy Pelosi, Senator John Kerry, and Senator Harry Reid.[11]

In the United States, over 528 cities are members of ICLEI, an international sustainability organization that helps to implement the Agenda 21 and Local Agenda 21 concepts across the world. The United States has nearly half of the ICLEI's global membership of 1,200 cities promoting sustainable development at a local level.[12] The United States also has one of the most comprehensively documented Agenda 21 status reports.[13]

During the last decade, opposition to Agenda 21 has increased within the United States at the local, state, and federal levels.[citation needed] The Republican National Committee has adopted a resolution opposing Agenda 21, and the Republican Party platform stated that "We strongly reject the U.N. Agenda 21 as erosive of American sovereignty."[14][15] Several state and local governments have considered or passed motions and legislation opposing Agenda 21.[4][16][17][18][19][20] Alabama became the first state to prohibit government participation in Agenda 21, but Arizona rejected a similar bill.[5]

Activists, some of whom have been associated with the Tea Party movement by the The New York Times and The Huffington Post, have said that Agenda 21 is a conspiracy by the United Nations to deprive individuals of property rights.[4][20] Columnists in The Atlantic have linked opposition to Agenda 21 to the property rights movement in the United States.[20][21] A poll of 1,300 United States voters by the American Planning Association found that 9% supported Agenda 21, 6% opposed it, and 85% thought they didn't have enough information to form an opinion.[20]

During the opening speech Maurice Strong made the following statements:

"The concept of national sovereignty has been an immutable, indeed sacred, principle of international relations. It is a principle which will yield only slowly and reluctantly to the new imperatives of global environmental cooperation. It is simply not feasible for sovereignty to be exercised unilaterally by individual nation states, however powerful. The global community must be assured of environmental security."

"It is the responsibility of each human being today to choose between the force of darkness and the force of light. We must therefore transform our attitudes, and adopt a renewed respect for the superior laws of Divine Nature." -
"Current lifestyles and consumption patterns of the affluent middle class - involving high meat intake, use of fossil fuels, appliances, air-conditioning, and suburban housing - are not sustainable. A shift is necessary which will require a vast strengthening of the multilateral system, including the United Nations."

Among other things, the agenda called for a Global Biodiversity Assessment of the State of the Earth. Prepared by the UN Environmental Programme (UNEP), this 1140 page document armed UN leaders with the "ecological basis, and moral authority" they needed to validate their global management system. The GBA concludes on page 863 that "the root causes of the loss of biodiversity are embedded in the way societies use resources. This world view is characteristic of large scale societies, heavily dependent on resources brought from considerable distances. It is a world view that is characterized by the denial of sacred attributes in nature, a characteristic that became firmly established about 2000 years ago with the Judeo-Christian-Islamic religious traditions. Eastern cultures with religious traditions such as Buddhism, Jainism and Hinduism did not depart as drastically from the perspective of humans as members of a community of beings including other living and non-living elements." In other words Christians and Moslems are to blame for the sorry state of the world because their religions do not involve worshipping “sacred nature.”
