Two police officers are expected to be charged today over their alleged involvement in the repeated tasering of Kevin Spratt in a police lockup more than four years ago.
_The West Australian _understands Sen. Const. Troy Tomlin and Sgt Aaron Strahan are likely to be charged with assault offences by summons to appear in a Perth court after a long review of the case.
The CCC recommended last year that authorities consider criminal charges against Sen. Const. Tomlin and Sgt Strahan after finding the pair used "unreasonable and unjustified" force in tasering Mr Spratt nine times in a minute during the incident at the Perth Watch House in 2008.
WA Police and Department of Corrective Services officers tasered Mr Spratt 14 times in an episode caught on security cameras that made international headlines in 2010.
There have been several investigations since the incident and though internal disciplinary action had been taken against some of the police officers, no charges were laid.
Commissioner Karl O'Callaghan has previously said police initially decided to deal with the officers internally rather than criminally because he believed they were Mr Spratt's wishes at the time.
Sen. Const. Tomlin and Sgt Strahan were fined in 2009 for using excessive force after an internal disciplinary hearing.
In October 2010, when it emerged Mr Spratt wanted the officers involved charged, Mr O'Callaghan referred the matter to the Director of Public Prosecutions.
WA Police and the police union refused to comment last night. But the union has previously expressed concern at the amount of time the matter has dragged on as it was investigated by police internal affairs unit, the CCC and the DPP.
It is expected the union will provide support to the officers, which could include covering legal costs. Since the incident, Mr Spratt has been jailed over separate matters. He has applied for compensation from the State Government.
