NTRS was taken offline some time ago in response to a scandal that broke out at NASA where it was found they were revealing information in violation of ITAR regulations. It also didn't help that a contractor was recently arrested for espionage.

Sequester... The guys who did this work are laid off so they dont have anyone to monitor data for export control thus they wont be showing stuff till that is resolved.
