Joggers Illuminati Card

No one suspects a harmless jogger means that no one would suspect an attack on this group. Meaning security was minimal, basically the cops were there for crowd herding, traffic control etc. This group cannot be destroyed means they can use this group over and over (meaning the public at large) to inflict damage like this.
