I honorably disagree. I believe it means that no one would think of the jogger as the cause. Joggers can run around all the time, hardly noticed. You'd say, "I saw a jogger", but seldom could you say what the jogger was wearing or what they looked like. They are visible invisible people. This group can not be destroyed - I think you are right, you can use the joggers over and over again because they are invisible.
