Gemstone File | The Bank of the South Pacific (BSP), founded in Tonga on St. John's Day, June 1977 by [the Russian Knights of Malta] Johnny Meier, "right-hand man" to Aristo Onassis, and Taufa'ahau Tupou IV, King of Tonga. The Soviet Union needed OFCs to conduct its international financial transactions outside western (particularly American) surveillance and control. The kingdom developed laws giving the BSP, among other things, a 99-year monopoly on Tonga's OFC.

The focus in this paper will be on how John Meier claimed that his Bank of the South Pacific (BSP) venture represented the greatest hope for Tonga's economic development (an embryonic and purified version of the empire of Howard Hughes) while the United States government viewed it as an enterprise promoted by a criminal with dangerous left-wing associates—indicating a crisis in governance in Tonga, which threatened regional security. Since independence (1970), Tonga's King, Tupou IV, has presided over an increasingly "international" society. John Meier, a former employee of Howard Hughes with a history of arrests for swindling and tax evasion. Meier created the Bank of the South Pacific, and in June 1977, Tonga granted it a ninety-nine year monopoly on merchant banking and extraordinary freedom from government regulation. In May 1978, Meier and the King opened a site for the construction of an airport and industrial park, and Tonga issued Meier a diplomatic passport so that he could sell airport bonds.
