All the article really exposes is run-away greed. There have always been people "conspiring" with each other to make a buck at other people's expense. The real conspiracy theories you all get so worked up about are more about control and the new world order. I've never heard of the Libor situation, but i do understand the fundamentals of what the article is talking about.

Who borrows the money they speak of, and what is it borrow for?

my guess would be infrastructure? and legal corporations? like cities, investment groups?, and they use tactics to shift money around into a black hole?

I don't know all of it either but yes, hedgers and governments can use interest rate swaps to shift around their debts and make things look pretty on paper. They are all derivatives and as such, really just speculation.

This article talks about ISDAfix which is a number similar to LIBOR but used for interest rate swaps: [link to en.wikipedia.org]

I wish I had more info but overall it's a mess. here is a nice quote from the first page

Matt Taibbi was all over Libor and it comes with good reason that he knows what is up. I will continue to read what he publishes whether it's posted in Rolling Stone, Glamour, USA Today, or on some shitty Blogspot blog. The kid is smart and he knows a lot more than I do.
