I am going to side with the ones who think its the older brother. His adams apple hairline, and profile, all seem to match better. But the biggest clue is the back of his neck seems the line there is where they stopped the makeup. Perhaps for a funeral or something. And the makeup line seems to be consistent with the red mark all over him. Did he actually set his vest off? Seems to me he did with all the raspberry marks around his neckline. But hey if he rigged it on a bullet proof vest would explain it better.
