First YTN said the DPRK did not approve of the SK workers leaving, now they're saying it's a "delay", but the SK workers are barred from exiting the Kaesong complex.

It is indeed. Sure, it will face devastating losses, but the same losses will be faced by south koreans when NK will attack them. Seoul is very near to DMZ and if militar troops occupy KIZ, SK won't even have 10 mins warning before attack.
