Why are people so quick to forget that "conspiracy" doesn't necessarily mean "government coverup"?

If Al-Qaeda was responsible for 9/11, they "conspired" to carry out the attacks. If the Tsarnaev brothers were responsible for the Boston bombings, they too "conspired" to carry out the attacks. Even though it's a perfectly valid use of the word, you can tell that Bush shies away from using it due to the hugely negative connotations it has.

or buddies about to crack. He knew what he was saying. Find me an interview of his where he uses conspiracy in any other context.
