It's not so much the fear of arrest in the West, AC, as the indoctrinated fear of civil litigation (financial lawsuit). For now, deeply seeded Russian traditional core values trump those litigious inhibitions. Hopefully this will always remain the case. Hopefully traditional core values of all people of all nations will trump the new age fleeting litigious corporate values which have taken hold over the past decades. One can hope...
