OP, I think your question is too broad to answer with just one answer.

For conventional combat employing unit formations I'll offer a few of the best. The USMC, the US Army Rangers, the Russian Naval Infantry, and the British Royal Marines.

For non-conventional special operations warfare it is hard to come up with a better answer than the US Navy SEALS, though I'm sure there are probably a hald dozen other specops units that are in the same league.

Most powerful? That could mean a few things, but I'll assume it means what organization brings the most firepower indigenously within a brigade or regiment size force. I'd offer up a cavalry regiment of the US Army or Marines. It comes with mechanized infantry riding Bradleys, Armor riding Abrams, automatic grenade launchers, mortars, MLRS missile artillery, and Apache helicopters. All trained to work together as a combined unit. I'd hate to be on the other side of that regiment when it comes looking for a fight.

It depends on what they want to survive and still be of viable use later.

Some factions have control over the weather, can create quakes which can also result in tsunamis. So create more chaos via the creation of natural disasters is a possibility like Fukushima. There is also the possibility of an EMP that would wipe out communications where various groups would be unable to communicate with one another creating chaos. There is bio-chemical warfare that US citizens have already been victimized via various hidden government experiments and can be taken to the next level via chem trail spraying. There are also mind control experiments via certain satellites overhead and various cell phone towers.

So the real question is - "How valuable is human life to those who are calling the shots?" And would containment/control be limited to humans only but also include animals. The technology to wipe out life is vast and varied. So is the goal one of total submission or elimination?

If it were total submission sound frequency might work. Mind control might work.

Bio-chemical agents might work where there is temporary impairment.

It would also depend on if the force used were man-made or from ET. Project Blue Beam might work where there is a threat of an alien invasions. One could also easily envision some gigantic mothership overhead that would scare the beejesus out of everyone having them beg for help or just left in a state of shock.

Then there are the military and UN forces if local police can't do the job and let's not forget the scary looking clones that were sighted driving down the highway in Southern Calif not to long ago. Were they even human? Then who knows what the Annunaki have up their sleeve along with various ET groups who can utilize mind-control at the drop of a hat where individuals are under ETs complete control and left with no memory of what happened to them afterwards. Even the biological ET robotic units can shut down the human brain.

So I guess the question pertains to conventional human control type of containment, special ops containment, secret government technology containment, human/ET collaboration containment or ET containment?

From one perspective - which branch of government are you referring to? Conventional, unconventionable or secret government?

Let's not forget how time travel can be used to alter timelines. Unconventional yet accoring to inside sources has been done and I along with a number of others are aware when this happens.

Teleport special ops to various strategic locations? Also a possibility.

Call in the US Space Command to use some of their special toys? Another possibility.

Or just step back, relocate valuable personnel to the underground hidy hole bunkers - underground cities and onto off-world bases and let them the surface dwellers implode without intervention? Another possibility.

There is also scuttle butt out there that May may host a mega solar CME and let's not forget any fly-by astroids or meteors. Paglini identified some upcoming mega quakes in the US, Mexico and Japan. Natural disaster present a whole host of scenarios requiring martial law.

So OP... are you writing a science fiction book and trolling for various scenarios or do you really know what's on the agenda should Martial Law fail - which it will with certain military personal who are now out of the military and trained on how to defend themselves? Even my niece was trained by the Army and wouldn't hesitate to pick up a gun to protect her family. I've listened to some of what these folks came up as ways to protect their locations. This group is already underground and organized starting years back. They have a pretty vast network and the means to circumvent an EMP. Meaning all essential communication equipment is secured and protected.

I guess it would help to know why Martial Law would be required before determining what type of containment would be required or necessary.

I can't tell you what the government will do. But I can tell you the average person will still get up, try to go to work, and unless the entire city is engulfed in flames they will either try to go get ice cream/hit up a restaurant/go shopping.

Look at what happened in Boston. People did stay in for the day (most were in there eating, chilling, having sex), but the MINUTE the "cops" said "Okay to leave your homes" people did so in DROVES.

They went straight out and started doing all of the above. Except for a few who stood around and held up cell phones to tape cops speeding down streets responding to the call that a "suspect" was hiding in a boat. And when they caught this guy, everyone ran out and had a massive flag-waving/drinking orgy party in the street. People do love to party and eat, that's for sure.

This is what people do. Governments? I don't know what they do but people will keep on doing all of the above until forcefully transported to prison camps or shot on the spot. Especially Americans. They are an especially stubborn group, particularly enamored of all their habits, routines, and creature comforts.
