There's Bob's side, and then there's reality.

Bob is a fraud, and that's one of his better qualities. He was the perfect disinfo agent; seemingly believable, but completely debunkable upon further scrutiny. What little truth there was to what he claimed was couched in lies, thus assuring the baby would be thrown out with the bath water.

You can be sure he had a little 'encouragement' from the powers that be, along with their blessing.
