His Drone was flying over the embassy, recording the attacks, then he was ordered to go fly over the CIA Annex and watch it to make sure it too did not come under attack.

He is also confirming that, because of "Status of Forces" agreements with the "host Country" his Drone was not allowed to be Armed on that night!

He is also confirming, he has NOT been asked to testify on anything he watched on the Video, and no one in the government, or the military, has yet filed any requests for the Video to be released!

He was there, his Drone was watching AS the attack happened, DURING THE FIRST WAVE OF ATTACKS; before the CIA Annex came under attack!! His Drone was there watching and recording Video and broadcasting that Video back to HQ! Panetta is trying to tell us "We did not know what was happening, we did not have enough information, so we could not have sent in any forces!"

They could have flicked a switch and had that Drone video feed playing live in the White House situation room within seconds!!
