In other words, they have been keeping this secret from almost 70 years now.

1) Not so much a fleet, but a number of large/small saucer shaped craft capable of incredible speed, maneuverability, inter-stellar/worm hole travel. Most are docked on the moon, some of the smaller craft are hidden on Earth, Underground primarily. Man-Made back-engineered craft copied from ET design.

2) There are bases on the moon, structures that have existed for a long time,there are still operations going on today. however i do not know what these may be, possibly mining, more digging, construction/maintenance work

the moon bases serve as a good observation deck for the earth as well as a stop off point, landing zone, craft "parking" the moon serves as a perfect checkpoint between planetary travel.

I know the USA have relations with the ET and a few humans have worked with them on these bases. i do not know about the Russians, however it is very likely, i have heard rumors of there involvement
