Its pulse energy. The frequency of the water mass sends a pulse around the hoop which then has enough residue energy too leap across to the pappallel hoop which then goes onto feeding the city using the existing network of cable grids. I have one in my garden.

This connects to that other thread ( about the solar eclipse ) about the sun expanding so it looks like a ring around the moon, rather than the moon blocking it out entirely.
